Developers develop. They know no limits. First come, first served. Unrestrained by government they will pave the world and make big money at first. Then, as so often we have seen in history, it will seem that over night God has cursed them and their empires collapse. When greed is the motivating force as capitalism demands, it will be shown that once again we have failed to learn from our history. Disaster follows. Only a strong and wise government can prevent what approaches, and citizens will never elect or tolerate such a government, even if the actors are available.
